Raffy specializes in Employment law, Labor Relations and Negotiation. Since 1995, he has counseled and represented employers with large workforces - including the country’s leading telecommunications provider, and the biggest beverage manufacturer - in strategizing approaches to collective bargaining negotiations, human capital restructuring exercises, and individual employee issues. He has been cited by legal publisher Chambers (Asia-Pacific 2010-2015), where his work in labor relations "has earned the praise and confidence of a variety of corporate clients, who point to his expertise and high standard of service as his strengths.”
His particular focus on a Negotiation practice has seen him assist clients in crafting and resolving contentious employment-related contracts such as CBAs, high-level engagement and severance agreements, and compromise settlements; and other types of arrangements, including copyright licenses, JV natural resource deals, and various commercial agreements.
Leading a team of dispute resolution lawyers, Raffy managed and helped achieve favorable resolutions for employment-related litigation portfolios of over a hundred cases, as well as for consolidated “bet-the-company” actions where potential liability ran to the billions of pesos. He has served as employer counsel on landmark cases decided by the Philippine Supreme Court, such as PLDT Inc. v. Secretary of Labor et. al.; Philippine Stock Exchange Inc. vs. Puerto Azul Land Inc. and the Securities and Exchange Commission; and Meralco vs. Secretary of Labor.
A “broad skill set” recognized by industry watchers has seen him involved in patent and trademark litigation; counsel for banks in corporate rehabilitation exercises; and providing advice on technology law.
Raffy was an external consultant for Sen. Blas Ople, widely recognized as the “father” of the Labor Code, the principal employment statute in the Philippines. He also teaches Media Law in the University of the Philippines. Before founding KMAPS Law with three colleagues, Raffy was a Senior Partner in one of the country's oldest law firms.
